Description
This dataset is from the data catalog of the World Bank under the Service Delivery Indicators dataset. Information from this dataset provides detailed information on the health and education Service Delivery Indicators in terms of operational definitions, the unit of measure, and statistical concepts and methodology.
The Service Delivery Indicators (SDI) project collects nationally representative data focusing mainly on education and health specifically performance and quality of service delivered by primary schools and frontline health facilities. This project is conducted by the World Bank, the African Development Bank, and the African Economic Research Consortium. The program seeks to reposition the dialogue on human development in Africa within the context of the effectiveness of public spending and accountability for service delivery. Because of the global economic situation, taxpayers demand accountability for public resources and for the efficient use of public resources and budget allocations to education and health particularly by developing country governments.

SDI.E1.PCT | Effort | Absence from school (%) | Share of a maximum of 10 randomly selected teachers absent from school during an unannounced visit | Percentage | During the first announced visit, a maximum of ten teachers are randomly selected from the list of all teachers who are on the school roster. The whereabouts of these ten teachers are then verified in the second, unannounced, visit. Teachers found anywhere on the school premises are marked as present. |
SDI.E2.PCT | Effort | Absence from classroom (%) | Share of teachers who are present in the classroom out of those teachers present at school during scheduled teaching hours as observed during an unannounced visit | Percentage | The indicator is constructed in the same way as School Absence Rate indicator, with the exception that the numerator now is the number of teachers who are both at school and in the classroom. The denominator is the number of teachers who are present at the school. A small number of teachers are found teaching outside, and these are marked as present for the purposes of the indicator. |
SDI.E3.MIN | Effort | Time spent teaching (minutes) | Amount of time a teacher spends teaching during a school day | Minute | This indicators combines data from the Staff Roster Module (used to measure absence rate), the Classroom Observation Module, and reported teaching hours. The teaching time is adjusted for the time teachers are absent from the classroom, on average, and for the time the teacher remains in classrooms based on classroom observations recorded every 5 minutes in a teaching lesson.Distinction is made between teaching and non-teaching activities based on classroom observation done inside the classroom. Teaching is defined very broadly, including actively interacting with students, correcting or grading student's work, asking questions, testing, using the blackboard or having students working on a specific task, drilling or memorization, and maintaining discipline in class. Non-teaching activities is defined as work that is not related to teaching, including working on private matters, doing nothing and thus leaving students not paying attention, or leaving the classroom altogether. |
SDI.E3.NOTEACH.PCT | Effort | Classrooms with pupils but no teacher (%) | Number of classrooms observed during an unannounced visit to have pupils but not teachers. | Percentage | This is constructed based upon observation by the enumerator during an unscheduled visit of the number of classrooms which have students but no teachers. The average is then taken across all schools. |
SDI.E3.TEACH.MIN | Effort | Scheduled teaching day (minutes) | Daily classroom time, as defined by the country. | Minute | This is the amount of time that the country defines as the norm for classroom teaching for Grade four students. |
SDI.E3.TEACH.PCT | Effort | Proportion of lesson spent teaching | Amount of time the observed teacher spent teaching, as a proportion of the scheduled teaching day. | Percentage | This indicators combines data from the Staff Roster Module (used to measure absence rate), the Classroom Observation Module, and reported teaching hours. |
SDI.E4.100.PCT | Ability | Teachers who pass at the 100% threshold (%) | Proportion of teachers who score 100 percent on the evaluations in language, math, and pedagogy. | Percentage | This is an average of teacher performance based upon mathematics, language, and pedagogy evaluations of individual teachers in the sampled schools. Those teachers scoring 100 percent are assigned a value of one, while the others are assigned a value of zero. |
SDI.E4.70.PCT | Ability | Teachers who pass at the 70% threshold (%) | Proportion of teachers who score 70 percent or higher on the evaluations in language, math, and pedagogy. | Percentage | This is an average of teacher performance based upon mathematics, language, and pedagogy evaluations of individual teachers in the sampled schools. Those teachers scoring 70 percent or higher are assigned a value of one, while the others are assigned a value of zero. |
SDI.E4.80.PCT | Ability | Teachers who pass at the 80% threshold (%) | Proportion of teachers who score 80 percent or higher on the evaluations in language, math, and pedagogy. | Percentage | This is an average of teacher performance based upon mathematics, language, and pedagogy evaluations of individual teachers in the sampled schools. Those teachers scoring 80 percent or higher are assigned a value of one, while the others are assigned a value of zero. |
SDI.E4.90.PCT | Ability | Teachers who pass at the 90% threshold (%) | Proportion of teachers who score 90 percent or higher on the evaluations in language, math, and pedagogy. | Percentage | This is an average of teacher performance based upon mathematics, language, and pedagogy evaluations of individual teachers in the sampled schools. Those teachers scoring 90 percent or higher are assigned a value of one, while the others are assigned a value of zero. |
